The Second District of Ilocos Norte is the home of many of the province’s most notable residents, many of whom are heroes in their own right. The brothers Juan and Antonio Luna of Badoc are among the most prominent of these personalities – Antonio played a huge part in the country’s revolutionary history while his brother Juan is among the most proficient artists that the Philippines has ever seen.

Gregorio Aglipay, Gen. Artemio Ricarte; and former President Ferdinand E. Marcos, Sr., who are all from the City of Batac, had pivotal roles in the country at large. While Dingras’ Josefa Llanes Escoda is Ilocos Norte’s most well-known spies. Escoda’s fight for the country’s freedom resulted in her death sometime in 1945.

The Second District is also home to a number of tourist spots. The St. Augustine Church in Paoay, more popularly known as the Paoay Church, is among the most visited places in the province. Malacanang of the North, located just a few minutes away, is its biggest rival in terms of yearly foot traffic. No one can miss the majesty of Paoay Lake either, as it is one of the most iconic places in the district.
